Workplace Exposure Standard for Respirable Crystalline Silica
Under work health and safety laws, a person conducting a business or undertaking (PCBU) must implement at least one of the isolation or engineering control measures, and the hierarchy of control measures, as outlined by the Asbestos and Silica Safety and Eradication Agency, when material containing crystalline silica is being processed.
The hierarchy of control must be used to eliminate or minimise risks from all hazardous chemicals, including respirable crystalline silica (RCS). This framework ranks control measures from those that offer the highest level of protection to those that provide the least protection. Workplaces can use this hierarchy to identify and apply the most effective ways to manage silica exposure rises.
The most effective step is to eliminate the hazard and risk entirely. If it’s reasonably practicable, remove or avoid the need to work with silica-containing materials that generate airborne dust. For example, redesigning a task so that cutting or grinding is no longer required can eliminate risk at its source.
If elimination is not reasonably practicable, substituting the hazardous material with products that contain less crystalline and are less hazardous, can reduce the exposure risk. Other options include substituting with crystalline silica products that don’t need to be processed, or scoring and snapping tiles instead of cutting with power tools.

From 2025, workplaces (PCBUs) involved in higher-risk processing of crystalline silica are required to register their business and employee details for workers undertaking high-risk silica processing activities on the NSW Silica Worker Register.
Employers must ensure affected workers are also supported with appropriate health monitoring and protected through effective dust control measures. The register strengthens existing workplace health and safety laws by formally recording exposure over time, helping businesses manage long-term risk and ensuring workers don’t slip through the cracks.
